Snap Modes > Parameters (Extra Menu)

This command can be used to specify the parameters for placing snapping reference points and the identification of objects. This is done from the "Edit Snapping Parameters" dialog.

Optionally, the right mouse button can be clicked on the button in the panel shown above, calling the dialog described above.
